Baxter & Woodman has a rewarding opportunity for a Senior Municipal Services Engineer in our Municipal Services Department. We are seeking qualified applicants for our Mokena, IL office.

POSITION DUTIES:

  • Work with the Will County Board to evaluate and develop recommendations.
  • Act as Will County Chief Subdivision Engineer.
  • Represent B&W in overseeing Engineering operations at the Will County Land Use Office.
  • Act as an administrative, management and capital projects resource.
  • Act as a mentor/resource for B&W and Will County staff.
  • Prepare written review reports; communicate with Will County Staff, developers, and designers.
  • Assist with preparation, documentation, and improvement of review procedures.
  • Assist in negotiations of development, annexation and inter-governmental agreements, preparation of the Will County Land Use engineering budget.
  • Prepare and submit permits for Will County projects.
  • Review development plans for compliance with local requirements, including stormwater management, grading, utility systems, and transportation aspects, and the Illinois Plat Act.
  • Provide general municipal engineering services to the Will County Land Use Department
  • Serve as part-time staff engineer to the Will County Land Use Department at the Will County Land Use office
  • Assist in negotiations of development, annexation, and inter-governmental agreements
  • Prepare and submit permits for local County projects.
  • Coordinate work done by other B&W departments for Will County.
  • Consult with other reviewers regarding electrical, photometric, and structural issues.
  • Assess the need for permits from other agencies.
  • Assess impacts to on-site and adjacent private and public facilities.
  • Provide recommendations for improving on-site or adjacent facilities in conjunction with the development.
  • Prepare written review reports; communicate with Land Use Staff, developers, and designers.
  • Respond proactively to inquiries from County Staff and Elected Officials, developers, designers, and adjacent property owners.
  • Assist with preparation, documentation, and improvement of review procedures.
  • Provide project management for key community projects.   Projects include, but are not limited to, USACE DuPage River Flood Mitigation.
  • Coordinate input from other Departments and prepare County NPDES MS4 Annual Facility Inspection Report.

 

REQUIREMENTS:

  • 15+ years of experience working as an Engineer or Public Official for a public agency.
  • Ability to explain technical issues to non-technical County staff and elected officials.
  • Ability to work with County government staff and elected officials.
  • Ability to manage and review work done by less-experienced reviewers.
  • Excellent technical writing and verbal communication skills.
  • 4-year B.S. degree in Civil Engineering.
  • Illinois Professional Engineer License required.
  • Minimum 5 years’ experience reviewing development submittals.
  • Ability to work cooperatively with developers, designers, and outside permit agencies.
  • Ability to travel throughout Northeastern Illinois (own transportation)
  • Must be able to occasionally lift items up to 50 pounds without assistance and be able to walk and stand for an entire 8-hour workday, if needed.
  • Knowledge of basic principles and experience with Stormwater management, utility systems, transportation facilities, including parking, roadway design, pedestrian and bicycle facilities, and accessibility requirements.
  • Knowledge of Illinois Plat Act.
