City of Elmhurst, Utility Supervisor

POSITION SUMMARY

This is a working supervisory position that exercises authority over subordinate employees within the Utility Department in Public Works. The Utility Supervisor directs the daily activities of the work crews that perform repairs and maintenance to the City’s sanitary/storm sewers and water distribution systems.

ESSENTIAL FUNCTIONS

  • Assigns crews and directs the daily activities of the work crews.
  • Performs the inspection of the work done by the work crews to verify that all phases are completed in a timely and efficient manner.
  • Assists personnel and participates in the completion of assigned tasks.
  • Assures equipment and manpower are delivered on time to the work site.
  • Directs the set-up of proper traffic safety protection for work crews at the job site.
  • Orders necessary materials, supplies and tools.
  • Maintains established priorities for emergency and scheduled repair projects.
  • Assists in the development of long term and short-term operating plans and budgets and assures that divisional quality and productivity standards are met.
  • Coordinates with the Wastewater Reclamation facility Staff in cross training activities.
  • Evaluates employee performance and initiates discipline when appropriate.
  • Assures equipment is properly maintained and in operating condition.
  • Trains employees in the proper use of equipment and all safety procedures.
  • Acts as backup operator during periods of manpower shortage.
  •  Completes routine reports on work performed and equipment used.
  • Promotes and maintains responsive community relations. Responds to resident complaints relative to the division’s operation.
  • Contacts and meets with contractors as needed.
  •  Inspects and evaluates the work of contractors.
  • Acts as a snow supervisor and performs snow plowing, snow removal and salting work, as needed.
  • Assures the maintenance of safe work areas and equipment, promptly corrects work hazards.
  • Investigates and reports all work related injuries immediately, complies with all safety rules and attends appropriate safety programs.
  • Perform CMMS functions daily to log all work completed for the day. Assign task to Crew Leaders and staff to complete CMMS work on every job
  • Work with Customer Service on water meter task as needed.
  • Monitor Adara Network for meter issues and resolve as needed.
  • Assign and manage Fats’ Oil and Grease (FOG) program to ensure compliance by all customers as needed.
  • Perform task related to management of water main and service line leaks as needed.
  • Zone scan acoustical leak detection performance management as needed.
  • Performs related duties as assigned.

REQUIRED KNOWLEDGE AND SKILLS

  • Ability to operate a computer, including knowledge of word processing and spreadsheet software.
  • Experience with meter reading processes highly desirable.
  • Experience with Lucity CMMS Software highly desirable.
  • ARCGIS experience with collector app.
  • Experience managing FOG programs to assure compliance in highly desirable.
  • Moderate experience in a supervisory position.
  • Experience with management and operations of public water system compliance from leaks to capital infrastructure improvements.

QUALIFICATIONS AND REQUIRED CERTIFICATES AND LICENSES

  • Possession of a high school diploma or general education degree (GED). Five years’ experience in the maintenance and repair of sanitary/storm sewers and water distribution systems.
  • An IEPA Class “C” Public Water Supply Operator’s Certificate within 1 year of hiring.
  • An IEPA Collection System License certificate is highly desirable or ability to obtain within 1 year of hiring.
  • A Valid Class “A” CDL driver’s license or ability to obtain within 1 year.
  • Must have valid driver’s license. Class A-CDL with Air Brake and Tanker Endorsement required within one year of hire.

 

This is a full-time, exempt position. Salary: $28.67-$37.29.
