Resiliency Division Manager

The City of Highland Park is now accepting applications for Resiliency Division Manager, a new role within the City. This role serves as the initial touch point for community, government and partner agencies, and others in relation to the mass violence tragedy Highland Park endured on July 4, 2022. This role provides coordination and oversight of all City response program related activities including communication, advocacy, clinical support, consultation, referrals and care to survivors of the mass violence/crimes who are victims, family members, responders, witnesses and the affected community at large. This role also actively prepares resiliency related communications content for multiplatform distribution including but not limited to press releases, emails, website, newsletters, social media, and verbal addresses.

Supervision Received: The Resiliency Manager reports to the City Manager and works closely with all directors of the City namely the Assistant City Manager and Police Chief, as well as the Communications Manager and Police Department Social Worker.

Supervision Exercised: Direct oversight of the part-time Administrative and Customer Service Specialist while also providing guidance to the positions of Victim Liaison and Grant Analyst.

Hiring range: $61,294 – $76,618
Full range: $61,294 – $91,942

Essential Duties and Responsibilities:

Oversight of the Resiliency Division operations and implementation, financial distribution activity and monitoring, performance of all services, addressing concerns or complaints from clients served and compliance with all required reporting.

Develop, implement, and manage the resiliency communications strategy including program outreach using multiple channels. Develop innovative online marketing approaches and strategic partnerships with key vendors in news media in order to reach individuals that were directly impacted by the event and promote the City’s resiliency efforts. This position is also responsible for developing and communicating resources for victims and their families including information about financial resources, and panels and webinars.

Coordinates and oversees staff outreach to all individuals identified as crime victims either from self-referral or referral from collaborative agencies.

Represent the City at any state, regional and national conferences, forums or meetings as appropriate and support any requests for a variety of reports and presentations related to the outcomes of the Resiliency Division.

Establish relationships with service agencies for optimal understanding as to what is provided, to whom and for what purpose and maintain a resource listing and distribute information as appropriate.

Manages the budget for the Resiliency Division of the City Manager’s Office including grant fund acquisition and reporting.

Document the Resiliency Division outcomes and referrals.

Completes special projects, as assigned.

Performs other related duties as requested.

Required Minimum Qualifications: The requirements listed below are representative of the knowledge, skills, and/or ability required. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

Education: Bachelor’s degree required. Degree in Business, Communication, Organizational Leadership, Sociology, or Social Work preferred.

Experience: A minimum of three to five years in a related field required including rapid and comprehensive program design and implementation. Experience and knowledge of disaster response programs and service delivery to victims of crime/mass violence strongly desired. Experience with disaster outreach, crisis intervention, Community Health Care model, media messaging and long-term recovery desired. Knowledge of disasters, mass violence incidence, crimes and the impact to victims, family members, responders and the affected community. Experience administering or working with federal, state or private grants desired. Experience in communication content creation strongly desired. Bi-lingual in Spanish preferred.

Required Knowledge, Skills, and Proficiencies: This position requires excellent writing and verbal communication skills and the ability to effectively present ideas both orally and in writing, the ability to produce reports of a varying nature on a timely basis, skills in the operation of a computer, the ability to listen to and give advice and assistance to employees, as well as the general public, and the ability to establish and maintain an effective working relationship with City officials, employees, and the general public. Knowledge of trauma and the impact on individuals (disaster specific programs would be a plus). Ability to maintain accurate records, ability to establish and maintain harmonious working relationships with others, ability to exercise discretion in handling confidential information, and the ability to coordinate the efforts of others in accomplishing assigned work objectives.
