Job Description:

The City of Naperville seeks a motivated and well-qualified individual to serve as a Project Manager in the Transportation, Engineering, and Development (TED) Business Group.

The Project Manager – Development Review Team (DRT) assists the Development, Planning, and Engineering teams in providing seamless service to residents, builders & developers as their development projects progress through various review & approval processes/stages with any/all City departments.

 

The Project Manager functionally coordinates the efforts of plan review and/or building permit project/process teams (consisting of internal staff members and consultants) to expediate related work processes – – the mission is to provide quality development review services for all development processes.  Reporting to a Development Operations Manager, this job incumbent is responsible for managing development projects (and associated personnel) from concept through Certificate of Occupancy, and managing special planning projects.

 

Responsibilities:

Working in a team environment, the Project Manager (DRT) is responsible for reviewing and coordinating projects as they relate to the planning process, permitting process, OAA/annexation agreements, engineering and plats.  He/she responds to internal & external inquiries and concerns pertaining to all developments within the City; provides direction to team members for commercial and residential developments from the planning stages through Certificate of Occupancy; meets and advises developers and attorneys regarding development applications and processes, regulations and directives; represents the Plan Review Team at public meetings related to planning issues; and provides technical assistance as necessary to the City Council, to the Plan Commission, and to citizen committees.

 

The Project Manager ensures that development reviews are completed in a timely manner, and assists in developing and implementing policy/procedure pertaining to all types of development, evaluating & tracking performance measures.  The Project Manager also coordinates and leads concept meetings with potential developers, and coordinates the Development Review Team’s role in the Plan Commission process, attending Plan Commission meetings as the Planning Team/TED liaison, as necessary.

 

Qualifications:

At a minimum, a Bachelor’s degree in civil engineering, urban planning, construction management or a related field is required. Three years of progressively responsible municipal development experience in engineering, construction management or planning is also required.  A valid State of Illinois Driver’s License is also required.

 

Preference may be given to candidates who possess an Illinois Professional Engineer license, AICP, ICC or PMP certification.

 

Desired candidates will possess strong analytical and communication skills, and strong knowledge of project management principles.
