City of Oak Forest, City Administrator

The City of Oak Forest is seeking applicants for the position of City Administrator. The City Administrator is the chief administrative and operational officer of the City of Oak Forest and is responsible for the efficient administration of all departments of the City. The City Administrator performs duties of unusual complexity and responsibility, and reports directly to the Mayor and City Council. The City Administrator performs high level administrative, technical and professional work in directing and supervising the administration of the day-to-day management of the City in accordance with policy established by the City Council, State and Federal laws, regulations and guidelines. The City Administrator is responsible for the day-to-day operations of the City and shall supervise and exercise general authority over all City departments, department directors, city employees, general offices of the City, and other administrative departments, offices, and activities that may be created by ordinance or action of the City Council.

Illustrative Examples of Work

As an administrative professional, work is performed utilizing independent judgment and necessary coordinated resources.

Examples of work include, but are not limited to, the following:

  • Work and cooperate with all City officials, employees, attorneys, accountants, and other consultants representing the City, and such persons shall render the assistance and shall furnish the oral or written information or material relating to the affairs of the City as requested.
  • Supervise all departments and divisions of the City created by the Illinois Municipal Code, and by any section of any other ordinance if the City.
  • Implement all duties granted in the Illinois Municipal Code to municipal clerks and comptrollers with respect to the preparation of a report to the estimated funds necessary to defray the expenses of the City for the fiscal year for the consideration of the Mayor and the elected officials prior to the preparation of the annual budget.
  • Appoint and remove all officers who are not required to be elected by Article 3 of the Illinois Municipal Code.  Recruit, interview, employ, or terminate the employment of all City employees, including all Department Directors.
  • Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement and direct the implementation of changes.
  • Prepare and recommend long-range plans for City service programs and develop specific proposals for action on current and future City needs.
  • Act as a business manager working with all City departments to coordinate and supervise the administrative work of each department.
  • Oversee the development and administration of the City budget, revenue and expenditure forecasts of funds needed for staffing, equipment, materials and supplies; direct and approve expenditures in accordance with City policy; and direct the preparation and implementation of budgetary adjustments as necessary.
  • Act as the purchasing agent for the City except where specific provisions to the contrary are made by statute or the ordinances of the City.
  • Direct the management of the City Hall and all other City buildings, facilities, and properties, provide necessary facilities for the operations and purposes of all board and commissions of the City and keep a current inventory of all real and personal property of the City.
  • Attend all meetings of the City elected officials and Committees thereof, unless excused there from.  Informed of all meetings, regular and special, of the elected officials, and may act as a consultant or advisor for matters before the City elected officials.  The City Administrator is however, not allowed to vote at these meetings.
  • Advise and provide assistance to all boards, commissions, and advisory committees of the City and assign liaisons as required.
  • Stay abreast of new trends and innovation in the field of public management and administration.
  • Review and analyze reports, legislation, court cases and related matters and direct or personally conduct studies, research and investigation on a wide variety of administrative and technical areas. Direct and implement programs as needed
  • Represent the City to other governmental entities and quasi-governmental or community organizations to discuss City policies, procedures and remedy problems and resolve inquires and complaints from both internal and external sources; and negotiate and resolve sensitive, significant and controversial issues. Assign liaisons as required.
  • Perform duties consistent with the laws of the State of Illinois and the ordinances of the City, as the Mayor and the elected officials may direct or delegate, including any ordinance amending this ordinance, which expands, diminishes, or otherwise modifies the provisions of this ordinance that the Mayor and elected officials may adopt.
  • Other duties and special projects as assigned.

Required Experience and Training

EDUCATION AND EXPERIENCE

  • Bachelor’s degree in political science, public administration, planning, finance, or related field required. Master of Public Administration preferred
  • At least ten years related experience of progressive municipal management, preferably in growing community with specific experience in development oversight, human resources, finance/budgeting, and information systems.

LICENSES AND CERTIFICATIONS

  • ICMA-CA preferred
  • Must possess a class “A” Illinois Driver’s License

Starting salary: $137,041 to $185,409 DOQ. This is a full time, non-union position and includes excellent benefit options including medical, dental and vision insurances. Other benefits include paid vacation, sick, and holiday time as well as contributions to the Illinois Municipal Retirement Fund.
