The Director of Public Works leads the planning, design, construction, and maintenance of the City’s infrastructure and directs the operations of the Public Works Department. The Public Works Director facilitates public works construction projects, maintenance and repair activities, and manages personnel. The Director works with city officials, stakeholders, and partners to develop solutions that enhance quality of life, align with the community’s vision, and achieve community goals. Work is performed under the direction of the City Manager.
Job responsibilities include:
Administers City public works operations and projects including construction, repair and maintenance of Street, Solid Waste, Sewer, Waste Water Treatment Plant, Engineering, Public Property, Fleet Maintenance and Airport operations.
Oversees and facilitates engineering design and construction supervision. Facilitates the resolution of construction and technical issues for staff and City leadership, as well as contributes to public works policy discussions within the City and on various local and regional boards, committees, and task forces.
Leads, mentors, and inspires a team of professionals, fostering a culture of excellence and innovation.
Manages employees and supports personnel actions including discipline in coordination with the Human Resources department. Receives and acts on labor grievances. Participates in union negotiations.
Provides effective communication, collaboration, knowledge, and assistance to staff, partners, and the community regarding works projects, requirements, and objectives.
Develops and implements plans for the City’s infrastructure while analyzing proposals and specifications ensuring sustainable growth and resilience.
Oversees major capital projects, from inception to completion, ensuring timely delivery and budget adherence. Supervises consultants assigned to department projects. Supervises daily department operations. Assigns project and task priorities.
Assists City officials, agencies, developers, and business representatives in planning and marketing major developments. Researches and recommends project funding from grants including Federal and State sources.
Prepares and directs preparation of annual department and capital budgets. Reviews past expenditures and proposed projects. Recommends department equipment acquisitions, materials/supply needs, and staffing levels to achieve strategic goals.
Prepares and recommends City ordinances/resolutions/codes and changes related to public works for Council Meetings.
Assures departmental compliance with Federal and State regulations. Coordinates department activities with utility company activities. Oversees contract operations. Drafts or reviews bid documents and contracts.
Minimum Training and Experience Required
Bachelor’s degree, Master’s degree preferred, in Public Administration, Political Science, Business Administration, Construction Management, Civil Engineering or related field
Seven years progressively responsible Public Works experience which may include public utilities with five years in a supervisory role
Or any combination of education and experience that provides required knowledge, skills, and abilities
PE license preferred
