BACKGROUND
The Village of Fox Lake (population 10,978) is located 55 miles northwest of downtown Chicago and 20 miles west of Waukegan, Illinois. Fox Lake is located in Lake and McHenry counties. The Village is located on the South Shore of Pistakee Lake, Nippersink Lake, and Fox Lake, three connected water bodies that form part of the Chain O’Lakes system. The Village of Fox Lake has a total area of 9.942 square miles of which around 20% is water.
The Village of Fox Lake is seeking interested applicants for the position of Management Analyst for the Department of Public Works. This position coordinates and performs a variety of skilled functions; provides support to the Public Works Director, and the public works department; prepares correspondence, reports, and other documentation; updates and maintains the Department’s records and files; coordinates assigned Public Works programs; prepares grants and assists in administering grant funding; responds to Public Works inquiries and complaints; and performs other related duties as assigned.
DUTIES AND RESPONSIBILITIES

1) Answers, screens, and directs incoming calls to appropriate departments and/or individuals; documents and distributes telephone messages.
2) Greets and assists office visitors; directs visitors to other City departments as required.
3) Serves as a primary point of contact for departmental employees and the general public.
4) Responds to various types of Public Works inquiries and/or complaints; provides information regarding departmental operations, services, programs, projects, and policies.
5) Prepares, processes, and prioritizes work orders received from the public and other Village departments.
6) Provides administrative support and assistance to the Public Works Director, Public Works Supervisors, and/or other employees as required.
7) Schedules and coordinates meetings, appointments, and/or other functions.
8) Prepares, processes, reviews, and disseminates correspondence, memoranda, resolutions, ordinances, requests for proposals, payroll, contracts, schedules, forms, purchase orders, invoices, and/or other types of departmental documentation.
9) Updates and maintains departmental records, filing systems, databases, and/or policy manuals.
10) Manages Public Works projects, and assists in administrative functions of capital projects to ensure deadlines are met.
11) Assists in the administration of union contracts, and participates in the collective bargaining process.
12) Assists Public Works Director and department supervisors in procuring material/and other items needed.
13) Assists with all aspects of capital improvement projects including plan review for projects, processing pay recommendations, requests for proposals, and agenda material.
14) Assists with implementation and use of GIS system, and work order system Cityworks.
15) Responsible for gathering information, developing resolutions and ordinance, and completing meeting minutes for board and committees.
16) Completes technical reports for department head and board correspondence.
17) Assists in development of departmental budget process.
18) Provides critical data management and analysis to support department initiatives.
19) Assist with additional duties as assigned
QUALIFICATIONS

Education and Experience
Requires a bachelor’s degree from an accredited four-year college or university in Public Administration, Business Administration, Finance, Human Resources, or other related fields. A Master’s Degree is desirable but not required. Two to four years of progressively responsible experience; or any combination of education, training, and experience which provides the required knowledge, skills, and abilities, to perform the essential functions of the job. Requires a working knowledge of office equipment and data processing equipment (i.e., computer software programs such as those in a Microsoft Office environment). Experience with Microsoft Word and Microsoft Excel is required. Experience with ArcGIS, myGIS, and Cityworks a plus but not required.
Must be able to successfully pass a pre-employment physical examination and drug/alcohol screen following a conditional offer of employment. A thorough background investigation, including personal and professional references, criminal background and credit check will be conducted prior to offer of employment.
