BACKGROUND
The Village of Fox Lake (population 10,978) is located 55 miles northwest of downtown Chicago and 20 miles west of Waukegan, Illinois. Fox Lake is located in Lake and McHenry counties. The Village is located on the South Shore of Pistakee Lake, Nippersink Lake, and Fox Lake, three connected water bodies that form part of the Chain O’Lakes system. The Village of Fox Lake has a total area of 9.942 square miles of which around 20% is water.
The Village of Fox Lake is seeking interested applicants for the position of Maintenance Worker I. A Maintenance Worker I is responsible for performing a variety of semi-skilled and skilled maintenance activities in the construction, repair, cleaning and maintenance of Village streets, landscape, forestry, traffic control devices and related facilities and systems. This position also performs snow and ice control operations and assists the Parks and Recreation Department with special events. Specific work assignments are provided on a daily basis and may be rotated.
POSITION SUMMARY
This position supervises the construction, repair, cleaning and maintenance of Village streets, lighting, building maintenance, landscape, parks, forestry, traffic control devices and related facilities and systems. The position also performs a variety of semi-skilled and skilled maintenance activities. This position supervises snow and ice control operations and assists the Parks and Recreation Department with special events. Specific work assignments are provided on a daily basis and may be rotated. Experience and knowledge of electric up to 240v is highly desired. This position is responsible for directing work teams in conjunction with the Public Works Director and Village administrative staff.

Reports to and works under the general direction of the Public Works Director.

DUTIES AND RESPONSIBILITIES

1. Supervisory and skilled manual work, directing of work crews in operating equipment within the street department projects as assigned by the Director.
2. Plans, schedules, assigns, and supervises staff in street, bridge, and drainage facility maintenance activities, such as, cleaning, patching, resurfacing, and repairing streets, bridges, curbs, sidewalks, gutters, street markings and traffic signs, and traffic signals and streetlights.
3. Assists in the discipline of employees including but not limited to verbal warnings and formal write-ups. Prepares recommendations for suspensions and terminations.
4. Monitors work sites and ensures adherence to safe work practices and procedures; responds to and resolves complex work related or equipment operating problems.
5. Evaluates the performance of subordinate employees.
6. Participates in the hiring process. Recommends acceptance or rejecting candidates during the application process.
7. Oversee contractors working for the Village involving public works maintenance; monitors and ensures compliance with specifications and cost agreements.
8. Performs the more technical and complex tasks of the work unit, which may include activities such as the inspection of equipment, vehicles, facilities, and Village streets and sidewalks for needed repairs; prepares reports and develops schedules for repairs.
9. Attends and participate in professional group meetings; stay abreast of new trends and innovations in the field of public works maintenance; incorporates new developments as appropriate into programs.
10. Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints.
11. Responds to resident inquires, concerns, and complaints in a timely manner.
12. Maintain records concerning operations and programs; prepare reports on operations and activities.
13. Monitors the amount and condition of materials needed for each day/project.
14. Keeps close documentation of work performed through various means such as GIS software, excel, word, and other applications.
15. Operates various types of equipment and, based on assignment, performs a variety of tasks in maintenance, operation, repair and construction of roads, sidewalks, curbs, storm water drainage systems and other similar facilities. As appropriate, keeps records of work performed, project specific time and materials used for billing or future work planning.
16. Effectively utilize computer software packages to assist in generating operating reports, etc.
17. Establish and maintain effective working relationships with employees in the Street Department, Village employees and members of the public.
18. Effectively communicate verbally and in writing, including the ability to read and understand applicable concepts and instructions.
19. Carry out work assignments as instructed and in a timely manner.
20. Cleans and makes minor repairs to tools and equipment, including lubricating equipment and sharpening tools.
21. Surveys the Village’s street system to determine maintenance needs and establish maintenance programs as required.
22. Performs related work as required.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Experience and knowledge of street lighting and working with electric up to 240v is highly desired.
Education and Experience
A High School diploma or equivalent is required. Supplemental technical training or specialized shop courses is desirable. Possession of a valid Class “B” or higher Commercial Driver’s License (CDL) with air brake endorsement preferred, but must be obtained within six (6) months of hire. Candidates must have considerable experience performing maintenance, construction, restoration or repair work or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Previous experience supervising a group of 10+employees preferred.
Depending on the area of assignment, this position may require possession of a Flagger’s Certification, State of Illinois Pesticide Public Applicator’s License, Arborist Certification and certification of traffic control operations. A thorough background investigation, including personal and professional references and criminal background will be conducted prior to offer of employment. Candidates must be able to successfully pass a pre-employment physical examination and drug/alcohol screen following a conditional offer of employment.

1. Microsoft Office including Word, PowerPoint, Excel, GIS, and Outlook.
2. Ability to supervisor a team, including providing direction, training, coaching, and discipline when appropriate.
3. Ability to create spreadsheets, develop tracking sheets, materials, methods and practices used in all phases of building construction.
4. Modern principles and practices of landscaping and maintenance.
5. Modern principles and practices of street maintenance and repair.
6. Common hand tools, materials and standard equipment used in maintenance, repair and construction work.
7. Practices, methods and materials used in maintenance, repair and construction of public streets, storm water facilities and buildings.
8. Pertinent Federal, State, and local laws, codes and regulations.
9. Safety precautions and hazards of the work.
Skill in:
- Supervising, organizing and motivating staff.
- Operation of tools and equipment used by the position.
- Working with mechanical equipment, electricity, plumbing, carpentry, construction and landscaping.
- Diagnose and resolve equipment malfunctions.
- Operation of a truck with snow plow and other de-icing equipment.

- Perform manual labor for extended periods of time, in all weather conditions.

CONTACTS OUTSIDE OF DEPARTMENT
This position frequently interacts with other Street Department employees and on occasion, other Village staff members. The employee frequently interacts with residents, and must be able to solve complex issues.
