Assistant Village Manager Recruitment – The Village of Homewood desires to hire a well-rounded professional ready to take the next step in their career to serve in a leadership position for a progressive, full-service community as the next Assistant Village Manager.  Appointed by and reporting to the Village Manager, the Assistant Village Manager assists the Village Manager with managing the day-to-day operations of the Village.

 

QualificationsThe position requires a bachelor’s degree in political science, public administration, planning, finance, or related field.  A master’s degree in public administration or business administration is preferred, including a minimum of six (6) years of progressive municipal management experience; preferably in a professionally managed municipal organization.  Successful candidates should have knowledge of and/or experience in human resources, labor relations, civic communication & engagement, and information technology systems.

 

The successful candidate needs to be highly adaptable and flexible with strengths in project management, budgeting, fiscal management, and research and should have a supportive and motivating leadership style, and a participatory management approach to managing a multi-faceted workload. The position offers the opportunity to participate in economic development projects, marketing and communication initiatives, promoting transparency and implementing new technologies.

 

The Ideal Candidate must be:

  • Visible and active in the organization and community.
  • An open, honest, engaged communicator willing to work alongside department heads and staff.
  • Available to residents, the Village Board, community, and stakeholders.
  • Able to engage in frequent interaction with the Mayor, Village Clerk, Board of Trustees, and employees at all levels, and provide high-level staff support to the Village Manager.
  • Proficient in performing research, drafting and editing correspondence, and managing programs and initiatives as assigned.
  • Able to develop open and sound professional relationships with the Village Manager, staff, Village Board, residents, and community groups.  The Assistant Village Manager serves as Acting Village Manager in the absence of the Village Manager.

 

The position responds to complex citizen inquiries as needed and coordinates department actions/responses; and, oversees Village initiatives, projects, and programs requiring inter-departmental cooperation.  The position must also ensure timely municipal responsiveness to residents, community groups, and stakeholders.

 

In addition, the AVM will serve as a primary member of the management labor team responsible for negotiation and administration of collective bargaining agreements involving Village employees.

 

The AVM will provide administrative oversight to three sections in the Village Manager’s office – (1) Events/Programs, (2) Communications & Engagement, and (3) Information Technology.  The position will serve as a member of the Manager’s Executive Team and will have oversight of the budget for the Village Manager’s office.

 

This executive level position has a residency requirement.  The Assistant Village Manager will have two (2) years to establish residency in Homewood.

 

Benefits & Compensation – The Village offers a starting salary range of $108,874 to $130,392.  Appointment salary DOQ.  A comprehensive benefit package includes participation in the Illinois Municipal Retirement Fund (IMRF), health insurance including medical, dental, and vision coverage (also available to dependents), life insurance, flexible spending account and voluntary participation in a deferred compensation program, with annual contribution from the Village. The Village also offers paid vacation, holidays and personal days and sick time.
