Community Planner (Community Development)

STARTING SALARY RANGE:
$80,997.00 – $90,111.00 annually dependent on qualifications. The salary range for this position is $80,997.00- $117,454.00.

JOB SUMMARY:
This position performs duties of considerable difficulty related to the analysis of and reports about development proposals; assists with the preparation and implementation of long range comprehensive planning projects; prepares amendments to village code and ordinances; provides technical advice and assistance to other staff, departments, boards and commissions, and the development industry about development, special use, and code compliance; acts as liaison to various boards and commissions, and manages the CDBG (Community Development Block Grant)Program. Position is also responsible for creating and maintaining portions of the village website, map maintenance, and significant work with the village’s enterprise data system.

JOB DUTIES:
- Manages development review projects and prepares written recommendations regarding development proposals including but not limited toDevelopment Plan Approvals/Amendments, Planned Unit Developments, Re-zoning proposals, Special Use requests, Variations, Teardowns,FAR Credits, and Plats requiring review by the Village Board, Plan Commission, or Zoning Board of Appeals. Schedules and presents at thesepublic meetings as necessary.
- Assists in managing the Project Review Group multi-department development review process by facilitating discussion pertinent to assigneddevelopment projects.
- Speaks and meets regularly with developers, property owners, consultants, businesses, contractors and residents to discuss zoning and landuse and new development proposals in the village. Provides preliminary feedback to these individuals and reports information about theproposals to the public, other staff and elected officials.
- Performs the review and processing of development proposals and the review and processing of the various village permit applications,including certificates of occupancy, construction permits, special events permits, and sign permits to insure consistency with Village Code.
- Manages CDBG program and budget including oversight of general administration, file maintenance, reporting requirements, budgeting,housing programs, public services, capital improvement projects in compliance with the federal regulations. Works with the U.S. Department ofHousing and Urban Development and other municipalities regularly to discuss CDBG requirements and compliance.
- Represents the Village in a professional manner in dealing with the development community, other agencies, special interest groups, andmembers of the public.
- Provides technical assistance to members of the Community Development Department and other village departments regarding planningand zoning matters.
- Prepares partial and comprehensive amendments to the various sections of the Village Code such as Zoning Ordinance, HistoricPreservation Ordinance, Subdivision and Land Development Ordinance, and Sign Ordinance.
- Responds to inquiries from the public regarding planning and zoning questions, including preparing zoning verification letters and respondingto Freedom of Information Act (FOIA) requests.
- Performs other duties as assigned.
QUALIFICATIONS:
- Bachelor’s Degree in Urban Planning, Landscape Architecture, Architecture, Geography, or a closely related field.
- A minimum of three years of experience in Planning with a municipal government or public or private planning agency.
- American Institute of Certified Planner (AICP) is preferred.
- Possession of a valid driver’s license.
- Proficiency with current computer technology, job specific software, and customer service systems.
