JOB SUMMARY
Under the direction of the Village Manager, the HR Manager is to complete administrative tasks related to daily operations. Tasks include providing all human resource services, including recruitment and staffing, employee relations, performance management, compensation administration, benefits administration, and employee development. Will work collaboratively to best align HR practices with the evolving municipality needs and team-oriented structure.
ESSENTIAL JOB FUNCTIONS
- Works with the Department Heads to recruit, staff and onboard staff.
- Prepares and conducts new employee orientations.
- Coordinates and verifies pre-employment background checks.
- Assists in benefits data administration to include activation and termination in various third-party systems.
- Coordinates and schedules drug tests as part of pre-employment and quarterly frequencies
- Coordinates various new hire processes such as E-Verify, I-9 compliance, notification to state registry, DOT compliance (initial and continued), and employee badging and issuance of equipment based on client requirements.
- Maintains Human Resource Information Systems (HRIS) records, ensuring data accuracy through self-audits and reports.
- Coordinates with Accounting, Payroll, and IT to ensure vendor invoicing, processing of motor vehicle violations, payroll updates, and issued assets.
- Coordinates meetings, events, and activities with the HR Department staff
- Assists with company audits.
- Updates HR and leadership team on current employee count, terminations, new hires, assets, and similar.
- Travels to multiple business locations to meet the needs of employees and the organization up to 10% of the time.
- Performs other duties as assigned.
- Ability to be organized, problem solve, and be solution oriented.
- Strong ability to influence desired outcomes by master relationship building.
- Basic knowledge of Microsoft Office (Power Point, Word, Excel, etc.)
MINIMUM QUALIFICATIONS
Knowledge of:
- Understanding of HR principles and practices.
- Computer-based HR systems and Microsoft Office Suite.
Skills in:
- Strong self-motivation and interpersonal, analytical and negotiation skills are required.
- Excellent verbal and written communication skills are required.
- Sound judgment and decision making.
- Prioritizing and organizing a variety of tasks and responsibilities.
- Bilingual (English & Spanish), a plus but not required.
Ability to:
- Establish and maintain effective working relationships with staff elected officials and the public.
- Ability to model core values as a representative of the Village.
- Ability to communicate openly and concisely with others.
- Ability to effectively present information, respond to questions from employees at all organizational levels.
- Ensures confidentiality with staff members.

EDUCATION AND EXPERIENCE
- Minimum bachelor’s degree or four years related experience and/or training.
- Knowledge of employment laws, regulations, and standards such as ADA, FMLA, EEO, etc.
- Any HR Certifications (i.e., PHR, SHRM, SPHR) required.
