Village of Western Springs, Building Inspector/Plan Reviewer

The Village of Western Springs, IL is a community of 13,629 residents and located 15 miles west of downtown Chicago and is accepting applications for a full-time Building Inspector/Plan Reviewer position in the Department of Community Development (CD). The CD Department consists of five (5) full and one part-time staff members and has a contractual arrangement with a third-party building code and code enforcement consultants to assist in the day-to-day plan review and inspection operations.

Western Springs has recently approved several new developments including a five-unit townhouse project adjacent to Ogden Ave. (Redwood Townhomes), a mixed-use building with two commercial and 10 condominium units (514 Hillgrove Ave.). These developments will provide diversity to the Village’s residential housing stock and help to promote new office, retail, and restaurant redevelopment in the downtown. Western Springs has two active permits for commercial renovations within the heart of the downtown. Exciting projects on the horizon include an update of the Village’s Building Codes and redevelopments within the downtown area.

Key Responsibilities
This position reports to the Community Development Director and is responsible for technical plan review, field inspections, code interpretation, and consultant oversight at the senior level to enforce the Village’s adopted codes and ordinances. Work involves performing a variety of routine and complex inspections and enforcement of building, zoning, property maintenance, and stormwater codes to ensure conformance for public safety. The incumbent performs on-site inspections during construction activities, responds to complaints, and maintains necessary records of all inspection work performed. This position also coordinates reviews and inspections with building code, code enforcement, and health consultants.
Primary tasks for the new Building Inspector/Plan Reviewer will be the review, update, and adoption of new ICC model codes, NEC Electrical Code, and Building Code Amendments. The position also involves code interpretation, investigations, plan review, issuance of building permits and certificates of occupancy, and communications with Village staff, residents, and trade professionals.

Minimum Candidate Qualifications
Applicants should have a minimum of five (5) years of experience in building construction, trade, inspection, or a closely related field. Possession of IRC and IBC certifications are preferred or the ability to obtain these within one (1) year of employment. However, the Village reserves the right to authorize the extension of obtaining both certifications, provided that the employee demonstrates continuous progress in acquiring these certifications.

Compensation and Benefits
The starting salary range for this position is $60,000 to $86,400. Starting salary is dependent upon qualifications and experience.
