The Village of Winfield is seeking a highly motivated and skilled individual to join our team as the Assistant to the Village Manager!
Under the general direction of the Village Manager and Finance Director, the Assistant to the Village Manager performs a wide range of analytical, administrative, and management duties to support the day-to-day operations and management of the Village. This position is responsible for various functions including human resources, budgeting, financial analysis, personnel administration, and special projects as assigned. The successful candidate will have a thorough knowledge of human resource practices, benefit administration, municipal finance, government budgeting principles, a strong understanding of local government administration practices, and a proven track record of collaborating in a fast-paced team environment. The selected candidate will have a unique opportunity for growth potential in the position. The Assistant to the Village Manager will increasingly become involved across the range of city management responsibilities, with promotion to Assistant Village Manager within three years given satisfactory professional development.
Some key responsibilities for this position include:
- Assist the Village Manager in overseeing the daily operations and management of the Village.
- Assist the Village Manager with special projects and coordination on construction of a new Village Hall.
- Manages the human resource functions for the Village, including but not limited to employee recruitment, training programs, benefits and protected leave management, as well as oversees the payroll process, including tax payments and compliance requirements.
- Serve as the Village Claims and Safety Coordinator, handling safety and risk management policies, leaves of absences, and workers’ compensation claims.
- Act as a member of the Collective Bargaining team for Union negotiations.
- Assist in preparing meeting agendas, packets, and communication materials for Village Board meetings.
- Attend various meetings, including Village Board, insurance pool, and committee meetings, representing the Department and/or Village as necessary.
- Conduct research projects, gather information, and provide recommendations on courses of action.
- Supervises coordination of social media communications by the contract communications assistant.
- Support the management and administration of fiscal records in compliance with federal, state, and Village regulations
- Member of the budget team.
- Assists the Public Works Department with special projects.
- Assist with economic development initiatives and code enforcement program issues.
Qualifications:
- Successful applicants for this position must possess:
- Bachelor’s degree in Public Administration, Political Science, Business Management, or a related field (graduate degree preferred).
- Minimum of three to five years of experience in the public sector.
- Familiarity of human resource practices, benefit administration, payroll processing, and relevant personnel administration laws.
- Familiarity of municipal finance practices, budgeting principles, and municipal accounting.
- Strong analytical and problem-solving abilities, with the capability to make decisions and recommendations.
- Effective written and verbal communication skills, including the ability to prepare reports and correspondence.
- Ability to establish and maintain positive working relationships with various stakeholders, including Village officials, employees, and the public.
- High level of professionalism and discretion when handling confidential information.
Benefits and Application
This is a full-time, exempt position, with a current salary range of $81,397 to $109,390, with anticipated starting salary up to the midpoint, dependent on qualifications.
