The Village of Winfield is seeking a highly motivated and skilled individual to join our team as the Public Works Director. Under the general direction of the Village Manager, the responsibilities are to plan, direct, manage and oversee the activities and operations of the Public Works Department including engineering, streets, water distribution, wastewater collection and treatment, fleet services and municipal properties maintenance, solid waste; to coordinate assigned activities with other Village Departments and outside agencies; and to provide highly responsible and complex administrative support to the Village Manager.
Key Responsibilities include:
- Manage the development and implementation of Public Works Department goals, objectives and policies.
- Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures.
- Represent the Public Works Department to other Village departments, elected officials and outside agencies.
- Oversee the development and implementation of short-and long-term capital improvement projects for the Village water, sanitary sewer, storm sewer and roadway infrastructure.
- Train, motivate and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
- Manage and participate in the development and administration of the Public Works Department budget and capital improvement projects budget; direct the forecast of funds needed for staffing, equipment, materials, and supplies; direct the monitoring and approval of expenditures; direct the preparation of and implement budgetary adjustments as necessary.
- Direct and participate in the development of financial plans and proposals, including water/sewer rate recommendations, financing options for various capital projects and legislative proposals.
- Prepare specifications for services, materials and equipment to be purchased; participate in the process toward the bid; procure the equipment for supplies required; work with engineers, contractors and vendors to resolve complaints; visit construction sites.
- Review development plans and proposals for conformance with Village standards, providing comments to reviewing consultants and the Community Development Department.
- Coordinate various Public Works activities with those of other departments and outside agencies and organizations; prepare and present staff reports and other necessary correspondence, as assigned.
- Provide support to a variety of boards and commissions; attend and participate in professional group meetings; stay abreast of new trends and innovations in the fields of public works and engineering.
- Select, contract, and manage professional services and other contract services; monitor contract compliance; approve payments; negotiate adjustments and new provisions to contracts.
Qualifications for this Position:
Experience: Seven years of increasingly responsible experience in dealing with various public works functions including four years of administrative and supervisory responsibility.
Education: A bachelor’s degree from an accredited college or university with major course work in civil engineering, construction technology, or a related field is required.
Special Requirements and/or Training: Possession of a Professional Engineering License from the State of Illinois or the receipt of such license within six months of commencing employment A valid driver’s license is required.

This is a full-time, exempt position, with a starting salary range of $142,484 to $191,486, dependent on qualifications.
