Village of Winnetka, Assistant Director of Water & Electric

The Assistant Director of Water & Electric assists the Director in coordinating all activities related to the Electric Plant, Water Plant, pump stations and reservoir, and distribution
facilities. This position has direct supervision over the Distribution Engineer, Water & Electric Analyst, and all Department personnel in the absence of the Director.

Essential Functions:

  • Assist the Director in planning, organizing, and directing the programs and operations of the Department. Make recommendations for staffing, budget, projects, rates, and capital improvements.
  • Develop, implement, administer, and enforce Department policies and procedures. Explain and clarify Village and Department rules, regulations, policies, and procedures to subordinates and the public.
  • Conduct research, analyze results, formulate recommendations, and prepare reports; implement and manage special projects, department programs, procedures, activities, conditions, and productivity; and maintain and enhance the overall operation to achieve a high level of services.
  • Supervise public improvement and construction projects, including review and approval of changes orders or on-site modifications.
  • Review private development projects to maintain compliance with Village standards regarding public improvements, utilities, and other conditions of public concern. Aid with project management, budgeting, estimating, and scheduling.
  • Receive and respond to inquiries and concerns of residents regarding construction, planning, or design of public projects. Provide support to other Village departments and respond to concerns about utility or engineering issues.
  • Prepare engineering plans and specifications and coordinate bidding of construction for municipal projects.
  • Confer with suppliers, sellers and consultants, and place orders for and/or recommend contract awards for equipment, materials, improvements, supplies and services.
  • Assist in the selection and training of new employees, appraise productivity and efficiency for promotion, mentor staff, investigate and resolve employee complaints, and recommend disciplinary actions in consultation with the Director and Human Resources.
  • Prepare and make presentations before the Village Council and general public.
  • Attend, participate, and promote cooperation as a representative of the Village in meetings with federal, state, and local government bodies, the public, and other various groups.
  • Assume the duties of the Director of Water & Electric in the Director’s absence.
  • Perform other duties as assigned.


Minimum Qualifications:

  • Bachelor’s degree from an accredited college or university in electrical engineering, civil engineering, business or public administration, or a related technical area.
  • Ten (10) years’ experience in the administration and management of a municipal electric or water utility or other closely related field, including at least three (3) years of supervisory experience; or equivalent combination of training and experience.

Position Range: $137,329 – $171,786, plus excellent benefits.
