The Village of Lisle is seeking qualified candidates for the Human Resources Generalist position in the Village Manager’s Office. The Human Resources Generalist is responsible for administrative work involving the performance of complex human resources and administrative services to all departments and employees within the organization. The responsibilities include overseeing the daily operations of human resources, which involve recruitment, employee relations, pay and benefits management, training and development, and ensuring adherence to applicable employment laws and regulations.
The Human Resources Generalist acts as a confidential and trusted advisor to management and employees, providing guidance and support on human resources-related matters to foster a positive and productive work environment.
Essential Functions:
- Performs routine tasks required to administer and execute human resource programs including but not limited to compensation, benefits, and leave; disciplinary matters, disputes and investigations, performance management, productivity, recognition, and morale; occupational health and safety; and training and development.
- Creates, evaluates and provides advice on new programs and strategies aimed at positively impacting candidate attraction, employee motivation and retention.
- Leads development and implementation of Village policies pertaining to human resources, creates policy and compliance training and guidance materials, and facilitates a regular schedule of policy and risk management trainings.
- Maintains Village-wide policies including the Employee Handbook and Loss Prevention Manual including the implementation of any updates.
- Manages and directs Village’s safety and loss prevention programs. Serves on Executive Safety Committee.
- Represents Village in participation in Intergovernmental Personnel Benefits Cooperative (IPBC), monitoring healthcare benefit programs; evaluates and undertakes efforts to realize best value for employee and Village from plan designs; evaluates optional programing.
- Participates in union negotiations, provides consultation; gathers and presents information related to comparable communities and collective bargaining trends; provides guidance towards reaching a fair and equitable agreement.
- Serves as the Village’s Risk Manager and monitors claim experience and works to devise training and resource sharing to minimize risk.
- Consults with departments regarding various employee concerns and assists with the creation of performance-related documentation.
- Serves as principal staff liaison to the Board of Fire and Police Commissioners (BOFPC).
- Serves as an employee advocate by coaching, consulting with and assisting employees in a wide range of human resources matters; counsels staff, acts as a resource to all employees through interpreting Village policies; manages workers compensation, sick leave, and other employee matters.
- Attends and participates in employee disciplinary meetings, terminations, and investigations.
- Manages the Village’s recruitment and on-boarding process including placement of advertisements and internal and external recruitment postings; monitoring effectiveness of recruitment process and the screening process of candidates for the best-qualified candidates.
- Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
- Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, workforce management, and employment law.
Minimum Qualifications:
Bachelor’s degree required with a minimum of three years of human resource experience, preferable in a government setting, or any equivalent combination of education, training, and experience which the requisite knowledge, skills and abilities for this position.
SHRM-CP, SHRM-SCP, SPHR or similar certification preferred.
Salary & Benefits:
This is a full-time exempt position with an excellent benefit package, including health and life insurance, IMRF pension, vacation time, paid holidays and sick days. Starting salary for this position is $72,354 to $85,921 DOQ.
