POSITION: Zoning, Planning and Development Coordinator
REPORTS TO: Village Manager
SALARY AND WORK HOURS: This position is Monday through Friday. Subject to adjustment and flexible schedule can be accommodated. Pay Range $85,000-$95,000.
DESCRIPTION
Appointed by the Village President with the approval of the Board of Trustees. The Village Zoning, Planning and Development Coordinator is essentially a dual capacity role instrumental in performing the complex administrative functions of Planning and Economic Development. Basic understanding of the primary functions of each focus is essential for contributing to the needs and goals of the Village’s future progress. The coordinator is instrumental in ensuring the ordinances and codes are maintained and reevaluated to be incorporated into that progress.
CORE RESPONSIBILITIES
- Facilitate incoming negotiations, implement board policies and ordinances for development.
- Management level head position with discretionary authority.
- Facilitate negotiations for economic incentive agreements.
- Assist in preparation of agreements with developers and vendors.
- Work in cooperation with the Village Manager to oversee the operations of the community development department.
- Provide training and supervision as needed.
- Research and report on commercial and industrial business trends.
- Liaison with the business community, attend relevant professional meetings, conferences and trade shows as required.
- Will have direct contact with government entities, commercial, industrial developers, existing businesses, outside businesses and other stakeholders.
- Perform administrative functions in Planning and Economic Development including, but not limited to, responding to phone calls and e-mail inquiries, report compilations, database usage and development, producing marketing materials, zoning administration, and permit compliance review as needed.
- Promote and ensure quality customer service. Including investigation and response to resident and contractor complaints and questions.
- Knowledge of code enforcement practices and assure compliance of all building codes and related municipal codes and county, state and federal laws; Make and implement recommendations for updating codes, ordinances, permitting processes, etc.

- Serve as a liaison to the Zoning, Planning and Appeals Commission, prepare permits on planning matters (land use, re-zoning, subdivisions, etc.)
- Research grants, prepare grant applications, and maintain current grant files.
- Review ordinances, policies, resolutions, and reports as applicable. Make recommendations when changes or amendments are deemed necessary for the best outcomes.
- Prepare informational packets with community statistics and demographics for potential business parties.
- Assist in preparation of the annual budget for the building department.
- Analytical and thorough in research and reporting.
- Should hold membership in applicable professional organizations.
- Other similar responsibilities as assigned.
QUALIFICATIONS:
- Bachelor’s degree in public administration or urban planning; master’s degree in one of these focus areas a plus.
- Professional certifications from AICP (American Institute of Certified Planners) or the ability to obtain is a plus.
- 3-4 years’ experience in similar organizational capacity; knowledge of municipal procedures and processes.
- Knowledge of planning principles, economics, real estate, and governmental regulations as applicable.
- Must have knowledge of typical zoning standards and appeal principles with the ability to gain compliance through a variety of pre-enforcement approaches.
- Excellent verbal and written communication skills.
- Ability to perform research, compose findings reports and establish conclusions.
- Have experience with relevant web content to the Village site as well as other professional sites.
- May be required to work non-traditional hours for attendance including but not limited to Village meetings or appointments for Village business.
