City of Kewanee, Public Works Director

Kewanee, IL (pop. 12,509). The City of Kewanee is seeking a collaborative, future-focused public works professional to join their dedicated leadership team. As the next Director, you will be assisting elected officials in the planning and implementation of capital projects. Reporting to the City Manager, the Public Works Director oversees a full-service department of 24 full-time employees in addition to seasonal staff. The Director has two direct reports, including the Public Works Foreman and Fleet Supervisor. The department encompasses a broad range of core municipal services, including streets, water distribution, sanitary and storm sewer systems, parks and cemeteries, and the maintenance of the City’s fleet and facilities. It also oversees contracted operations for solid waste collection and water and wastewater treatment. In FY2026, the department has an operating budget of $6.9 million and a $3.8 million capital program.

Key Responsibilities:

  • Serve as the City’s expert on public works matters, advising administration on short-term planning and long-term capital improvement strategies.
  • Lead the development and implementation of departmental policies, procedures, and best practices in alignment with American Public Works Association (APWA) standards to improve service delivery and operational efficiency.
  • Foster strong working relationships with staff, contractors, elected officials, and other governmental agencies.
  • Build and maintain constructive labor relations and participate in collective bargaining and grievance resolution processes as needed.
  • Prepare, present, and manage the annual budget for the Public Works Department, ensuring responsible fiscal management, adherence to City procurement policies, and targeted investments aimed at improving service delivery.

Minimum Qualifications:

  • A high school diploma or equivalent is required.
  • At least five (5) years of increasingly responsible public works or related experience, including supervisory duties. An equivalent combination of education and experience will be considered.
  • While experience in municipal work is a plus, relevant private sector experience will also be considered.
  • Must possess a valid Illinois Driver’s License or ability to obtain one. A Class B CDL license is preferred.

The anticipated starting salary range is $100,000-$120,000 +/- DOQ. The full salary range is $90,000 – $135,000. Residency is not required.
