The City of Joliet, located approximately 45 miles southwest of Chicago, is the 3rd largest city in Illinois, with a population of over 150,000.  Joliet is a river city with a historic downtown, two casinos, and various attractions, such as the Rialto Square Theatre, Old Joliet Prison, Illinois Rock and Roll Hall of Fame, and the Slammers Baseball Stadium, to name a few, and has just kicked off a number of exciting long-range planning activities, including undertaking our first update to our comprehensive plan. in over 65 years!

The City of Joliet is excited to share the opportunity to be our Deputy City Clerk. You will be responsible for assisting in the daily operations of the City Clerk’s Office, performing high-level administrative and executive support including preparing, recording, filing and retrieval of documents and records, recording and transcribing meeting proceedings. The Deputy City Clerk serves as acting City Clerk, performing duties and responsibilities of the City Clerk as provided by statute in the latter’s absence.

KEY RESPONSIBILITIES

  • In the absence of the City Clerk, performs all the duties of the City Clerk as assigned.
  • Supervises and directs staff, as assigned.
  • Assists the City Clerk in developing, implementing and coordinating projects, programs and procedures, particularly related to records management, legislative and policy functions and agenda preparation.
  • Compiles agenda items for City Council meetings; prepares and distributes agenda packets; summarizes and publishes agenda information.
  • Attends City Council meetings with the City Clerk and brings to the attention of the City Council any pending ordinances, resolutions or notices requiring action.
  • Compiles agenda items for Committee, Commission, and Board meetings; prepares and distributes agenda packets; summarizes and publishes agenda information.
  • Processes Freedom of Information Act requests.
  • Handles bid openings for the City.
  • Manages the development, implementation and maintenance of a digital centralized records management system, archives and records retention.
  • Indexes, processes, copies, distributes, files and certifies copies of ordinances, resolutions, official minutes and other public records and legal documents.
  • Assists with Election administration responsibilities, including registering voters
  • Researches public records and provides information to the public and staff concerning City Council actions, laws, ordinances, codes, procedures and projects.
  • Provides Notary Public services for City legal requirements, residents, staff and the public.
  • Composes, types and edits confidential correspondence, reports, memoranda and other material requiring judgment as to content, accuracy and completeness.
  • Maintains and organizes office files for easy access.
  • Responds to inquiries from employees, citizens and other stakeholders and refers them to the appropriate department/ person when necessary.
  • Answers phone calls, receives the public, provides customer assistance.
  • Provides backup to related positions in the City Clerk’s Office.
  • Performs other related duties as assigned.

OPPORTUNITIES & PRIORITIES

Assists the City Clerk in developing, implementing and coordinating projects, programs and procedures, particularly related to records management, legislative and policy functions and agenda preparation.

Processes Freedom of Information Act requests.

Handles bid openings for the City.

Manages the development, implementation and maintenance of a digital centralized records management system, archives and records retention.

 

DESIRED SKILLS AND EXPERIENCE

Bachelor’s Degree from an accredited college or university.

Three (3) years of related experience.

Any equivalent combination of experience and training which provides the required knowledge, skills and abilities will be considered.

Must possess a valid motor vehicle operator’s license.

Notary Public in Illinois, or the ability to become a Notary Public in Illinois within 60 days of hire.
