The City of Normandy, MO (population 4,300) is seeking its next City Administrator. Incorporated in 1945, the City of Normandy is a 1.9 square mile, inner ring suburb located in north St. Louis County with an annual budget of $4.34 million. Normandy, a 3rd class city, hired its first City Administrator in 1978.

The city is strategically located close to major highways. It is a 20-minute drive from downtown St. Louis, 12 minutes to St. Louis Lambert International Airport, home of University of Missouri-St. Louis, the Natural Bridge Branch of the St. Louis County Library and the Normandy Schools Collaborative. Future home of the United States Department of Agriculture Lab-St. Louis (only 3 in the country). The St. Louis region boasts world-class music, theater, museums, and professional sports. Normandy also enjoys easy access to public transit including Metrolink and Metrobus services.

Our diverse community is committed to providing all its citizens and families access to quality housing, great schools, local jobs, and transparent government. We are a community of established neighborhoods with a variety of housing stock. The city has several parks and supports a section of the 7-mile St. Vincent Greenway. Natural Bridge Road, the main street through the city, has experienced beautification upgrades and traffic calming measures as part of the regional Great Streets Program. We actively participate in Beyond Housing 24:1, a municipal collaborative initiative with the 24 municipalities in the Normandy School District footprint. We are excited about new opportunities to grow the local economy.

The city is comprised of four wards each represented by two council members and the mayor, who is elected at-large. City government includes several departments: Administration, Police, Public Works, and Municipal Court. The Normandy Police Department provides police service to several adjacent municipalities. Fire Service is provided by the Northeast Ambulance and Fire Protection District.

The City of Normandy seeks an experienced candidate who will serve as a model of government integrity and professionalism, who is able to lead our staff, embraces teamwork and provides excellent, responsive constituent service. We are looking for someone who knows how to help lead a government that respects and celebrates the diverse cultures and identities of our citizens. Our next City Administrator possesses excellent communication skills, and an open, approachable leadership style. We are looking for a candidate who can create and sustain strong community partnerships with adjacent cities and institutions, across North St. Louis County and the region. We expect that the successful candidate will be fiscally conservative with proven expertise in budget and finance, economic development, and council relations. Successful candidates will have at least 5 years of relevant experience and will hold at least a bachelor’s degree in public administration, political science, business, finance or related field. Salary range $90,000 – $100,000 based on qualifications and experience. Residency is not required.
