SALARY RANGE: $138,949 to $177,512
STARTING SALARY: $146,000 +/-
CLOSING DATE: Position Open Until Filled.

The Northwest Suburban Municipal Joint Action Water Agency (NSMJAWA), a government organization, is looking to fill the position of Deputy Director (Finance/Human Resources). The position requires a strong background in public sector finances and familiarity with human resources responsibilities. The position performs a variety of complex supervisory, professional, administrative and technical accounting, finance and personnel functions in maintaining the records and systems of NSMJAWA. Additional duties include an oversight of an Administrative Assistant, managing employees’ HR needs, ERP implementation and management, attendance at management, Executive Committee, and Board meetings. This position reports to the Executive Director and acts as Interim Executive Director in the absence of the Executive Director.

WORK HOURS:
• Mon-Fri, 8 AM – 4 PM. And attending after-hours meetings.
• Full-Time Exempt Position.
• Ability to work any hours, including those outside normal business hours, as required. Must be available for emergencies, as necessary.

JOB REQUIREMENTS:

  • Manages and performs assigned areas of responsibility are performed within budget, performs cost control activities, monitors revenues and expenditures in assigned areas to assure sound fiscal control, prepares annual budget requests, and assures effective and efficient use of budgeted funds, personnel, materials, facilities and time.
  • Manages NSMJAWA’s liability, property, cyber, and health insurance policies and claims.
  • Oversee annual audit. Manage IMRF-Employer requirements.
  • Manages bank reconciliations, preparing the tax levy, payable and
    accounts receivables, risk management, accounting, auditing, grant compliance, and debt issuance functions. • Oversee payroll, utility and other billings, investment of NSMJAWA funds.
  • Manges the cash management and investment policy of the NSMJAWA. And oversee issuance and payment of NSMJAWA debt and related activities.
  • Develops financial studies and plans. Forecasts, estimates and monitors the financial condition to assure the fiscal well-being of the NSMJAWA.
  • Manages human resources functions, maintenance of records, and complying with local, county, state, and federal laws.
  • Research, plan, budget, and implement a new ERP system.
  • Annual review of fiscal policies and implement changes, as necessary.
  • Manges financial record management. Prepare financial reports. Oversee the posting and reconciliation of ledgers and accounts. Directs the preparation of State and Federal reports.
  • Provides leadership and direction in the development of short and long range plans, gathers, interprets and prepares data for studies, reports and
    recommendations, coordinates Administration Department activities with Operations Department and agencies, as needed.
  • Manages work procedures, expedites workflow, and reviews procedures to improve efficiency and effectiveness of finance and HR operations.
  • Develop and implement new or improved accounting practices and procedures and ensure adherence to reporting requirements and standards, including the implementation of GASB pronouncements.
  • Attends Board of Directors, Executive Committee, and other meetings, as required.
  • Additional duties and requirements as necessary.

EDUCATION AND EXPERIENCE:
Position requires a bachelor’s degree in accounting, business management, finance or a closely related field. In addition, five (5) years of progressively responsible finance work, preferably in the public sector. A master’s degree and/or certification as a CPA is strongly preferred.

LICENSE:
A valid State of Illinois or equivalent driver’s license is required.

REQUIRED KNOWLEDGE, SKILLS, AND PROFICIENCIES:
Ability to make critical decisions and to master new skills as the situation demands. Must have excellent time management and documentation capabilities. Strong accounting, mathematical, analytical, and problem-solving skills. Strong written and verbal communication skills. Ability to promote and maintain positive
relationships with staff and management. Ability to work well with the NSMJAWA staff, solicit input, and facilitate a cohesive work atmosphere.

PHYSICAL DEMANDS:
The employee is frequently required to sit, talk, hear, and use hands to finger motions, while performing the duties of the job. The employee is required to walk; climb stairs; handle or feel objects, tools, or controls; reach with hands and arms; lift and/or move objects up to 25 pounds of force frequently. Specific vision ability required by this job includes close vision, the ability to adjust focus and color vision.

WORK ENVIRONMENT:
The work environment is a typical indoor office setting environment while performing the essential functions of this job. Reasonable accommodation may be made to enable individuals with disabilities to perform the essential functions. The noise level in the work environment is usually quiet. Occasionally, a visit to NSMJAWA off-site facilities including Main Pumping Station, and four Booster Pumping Stations will be required. The off-site work environment may include traveling or working in inclement weather. The off-site work environment may include exposure to noise, dust, grease, smoke, fumes, gases, high voltage, electrical and radiant energy, chemicals, and work in or with water.

TOOLS AND EQUIPMENT KNOWLEDGE:
This position requires the use of personal computers, including spreadsheet, database and word processing software, financial software system, telephone, copy machine, fax machine, and shredder.
