The Village of Oak Park, Illinois, a dynamic yet historic community, located just eight miles west of Downtown Chicago, is accepting applications to fill a Parking & Mobility Services Manager position.
This position serves the public through the planning, directing, enforcing and oversight of activities and operations of the Village’s Parking & Mobility Services Division. This position will evaluate, oversee, and monitor parking revenue collection and enforcement systems, coordinate parking system activities with other Village departments such as Finance, Information Technology, Adjudication, and Public Works Departments as well as the Transportation Commission, outside agencies, the commercial sector in general, and the general public. This position will provide highly responsible assistance and administrative support with an emphasis on effective administration and enforcement of the parking system and resources, and providing courteous, user- friendly customer service. The Manager is responsible for coordinating the operation of four municipal parking garages, as well as other parking resources that include 90+ on and off-street lots, significant permit parking, and on-street metered/pay-station parking.
The ideal applicant will have extensive knowledge of the principles and practices of parking management, excellent customer service skills, strong written and oral communication skills, experience effectively multi-tasking, strong analytical abilities, good time-management skills and the ability to address parking matters at varying levels of complexity. The ideal applicant will have seven years of increasingly responsible public or private parking facility and operational management experience, including at least three years of administrative and supervisory responsibility. The ideal applicant should possess a Bachelor’s degree from an accredited college or university with major course work in business, public administration or a related field or a combination of experience and education that is equivalent. A Master’s degree, in a related field, is desirable. Available, as needed, on an emergency basis 24/7.
The ideal applicant will be able to accomplish the items listed below.
- Assume responsibility for the Parking & Mobility Services Division including the administration and enforcement activities for all parking restrictions throughout the Village, including permit and pay-by-plate parking facilities.
- Coordinate the organization, staffing, and operational activities of the Parking & Mobility Services Division to provide for the effective and efficient administration and enforcement of all public parking.
- Participate in directing, coordinating, and reviewing the Parking & Mobility Services Division’s work plan; meet with supervisory and management staff to identify and resolve problems; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures.
- Support the organization in the development and administration of transportation plans and policies, including but not limited to, Vision Zero Plan, Bicycle Plans, Complete Streets Policies, Economic Vitality Strategic Plan, Housing Study, Climate Action Plan, etc.
- In coordination with the Public Works Department, participate in complex parking studies, facility improvement projects and other capital improvement projects throughout the parking system.
- Oversee mobility initiatives, including but not limited to, bike sharing programs, vehicle sharing programs, shuttle services, and public electric vehicle charging infrastructure.
- Select, train, motivate, and evaluate personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement improvements.
- Direct the work plan for on and off-street parking administration and enforcement activities, including the immobilization of vehicles for non-payment and removal of immobilization devices; meet with staff to develop safety policies for handling high-conflict work tasks and problems; assign work activities and projects; monitor work flow; review and evaluate work products, methods and procedures.
- Explain, justify, and defend Parking & Mobility Services Division programs, policies, and activities; negotiate and resolve sensitive and controversial issues.
- Prepare and administer the Parking & Mobility Services Division budget; submit budget recommendations; monitor revenues and expenditures. Identify opportunities for improving service delivery methods and procedures; review with appropriate management staff; implement improvements.
- Assess and monitor the maintenance and repair of parking structures, surface lots, parking meters, parking pay stations, electric vehicle charging stations, and other parking-related equipment in coordination with the Building Maintenance Division of the Public Works Department and contracted service providers.
- Research opportunities for parking system improvements and customer service
- Serve as project manager of the Village’s unified parking software, which encompasses permits, passes, vehicle licenses, enforcement and pay-by-plate parking; coordinate interdepartmental priorities; correct system deficiencies; implement improvements; coordinate cost and debt recovery efforts.
- Confer with residents and Village officials on parking enforcement problems; assist in the development of innovate municipal parking enforcement policies, while prioritizing de-escalation and public safety.
- Review and analyze reports, legislation, court cases, and related matters; prepare the initial responses for legal actions.
- Attend and participate in professional group meetings; stay abreast of new trends and
- Prepare and maintain reports, records and related event histories; develop and monitor information data
- Respond to and resolve difficult citizen inquiries and complaints and formulate policies and procedures for Development Services and other Departments as necessary.
- Serve as Staff Liaison to the Transportation
- Provide staff support to the Director of Development Services; participate on a variety of boards, commissions and committees as directed; prepare and present staff reports and other necessary correspondence.
- Manage the Parking and Mobility Services Division to support the Department of Development Services mission to enhance the quality of live in the Village of Oak Park by providing efficient, consistent, cost-effective, courteous and prompt customer services designed to encourage investment in our community.
- Monitor Division’s performance measures and report on progress to the Director of Development Services on indicators including but not limited to, utilization of parking assets, including garages, lots, and the curb
- Contribute towards the Village’s re-envisioned public safety response by prioritizing parking compliance to support economic vitality and equitable outcomes.
- Collaborate as needed with other Divisions and Departments on development opportunities; stay current on best practices and technology to optimize parking and mobility outcomes arising from development
- Negotiate contracts with external parties; make commitments related to parking assets, operations, and intergovernmental arrangements as it relates to the municipal parking program.
- Conduct regular on-site visits of municipal parking assets to observe operations; observe public and private construction projects and advise on parking logistics as needed.

Supervisory Responsibilities
Exercises direct supervision over Parking & Mobility Services Division supervisory, professional, technical, and clerical staff.
Training and Experience

Compensation & Benefits
The Village of Oak Park offers a highly competitive benefit package including but not limited to a retirement plan, deferred compensation program, social security, medical, dental, vision & life insurance, flexible spending accounts, vacation, sick leave and other benefits including flexible working arrangements. The annual salary range for the Parking and Mobility Services Manager is $98,126 – $142,283. In most cases the starting salary is no higher than the midpoint for the range.
