The City of Joliet, located just 45 minutes southwest of Chicago, is the 3rd largest city in Illinois, with a population of over 150,000. As a Payroll/Finance Analyst, you will be an integral part of the City’s biweekly payroll process to ensure that our employees are paid correctly and on time. This position will also assist the City Collector in the proper receipt of payments and billing/collection of invoices for services.

GENERAL PURPOSE
Work involves the processing of payroll and timely delivery of assigned payrolls.
This position helps to ensure that collective bargaining agreements, laws, withholding of tax, deductions of benefits, and payment of wages are correct. This position also assists the City Collector in the receipt and allocation of electronic payments and the creation and collection of monies owed to the City.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Ability to perform the processing of payroll, including pay rate changes, verification of time work, and compliance with collective bargaining agreements.
  • Prepares pension, deduction, withholdings, and income tax reports.
  • Assist in the preparation of year-end schedules for audit, updates system files for payroll annually, verifies and distributes W-2 information.
  • Responds to questions related to payroll and compensation.
  • Assist in preparing pay changes and employee reimbursements.
  • Perform day to day financial transactions, including verifying, classifying, computing, posting, and recording accounts receivables’ data.
  • Prepare bills, invoices, and bank deposit.
  • Reconcile the accounts receivable ledger to ensure that all payments are accounted for and properly posted.
  • Resolve customer billing issues.
  • Facilitate payment of invoices due by sending bill reminders and contacting customers.
  • Prepares periodic reports and performs a variety of related accounting and administrative duties.
  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS
Education and Experience:

  • Bachelor’s degree from a four-year college or university or greater than 3 years’ experience performing similar functions.
  • Any equivalent combination of education and experience which provides the required knowledge, skills and abilities.

Necessary Knowledge, Skills and Abilities:

  • Knowledge of computers and electronic data processing, including Microsoft Office software, such as Word, Excel, and Outlook
  • Ability to perform mathematical calculations quickly and accurately.
  • Ability to understand and follow complex oral and written instructions.
  • Skills in communication and interpersonal relations to interact with Managers, Customers, and Employees professionally and respectfully, to exchange or convey information, both orally and in writing
  • Ability to learn and understand payroll specific information, including union contracts, deferred compensation plans, employee benefits, required federal and state deductions and garnishments, and reporting requirements.
  • Ability to learn and comprehend municipal government structure, procedures, and services as well as the municipal codes, state and local ordinances, state and federal laws.
  • Ability to work independently, maintain confidential information, and make routine decisions in accordance with laws, ordinances, regulations and established policies.
  • Tyler Munis experience preferred but not required.
