RATE OF PAY: $65K to $75K DOE
DEPARTMENT: Village Hall
PART-TIME: 40 HOURS/WEEKLY
REPORTS TO: Village Manager

JOB POSTING

JOB SUMMARY
Under the direction of the Village Manager, the Finance Director performs a variety of duties and assists in planning, organizing, and directing the functions of the Finance Department including developing the annual budget, overseeing payroll, debt management and accounts payable functions.

ESSENTIAL JOB FUNCTIONS

Accounts Payable

  • Process list of bills for approval to be distributed to all department heads and each trustee on the day of the board meeting.
  • Process checks for signing by Mayor/Clerk.
  • Answer questions from other departments.
  • Update and maintain vendor files.
  • Correspond with vendors and respond to inquiries.

Payroll

  • Verify hours and totals before entering payroll into appropriate software.
  • Print pre-process reports and compare to source documents to check for errors.
  • Submit payroll for processing.
  • Reconcile employee deductions.
  • Download payroll general ledger into Excel.
  • Create a worksheet to use as source document to enter journal entry into FundBalance.
  • File monthly IMRF report
  • Review quarterly filings (941s, state, and unemployment) for accuracy.

Monthly Accounting

  • Assist Village Manager in reconciling bank statements on a monthly basis.
  • Post journal entries to accounting software and run trial balances.
  • Perform monthly close operations on all funds in the general ledger.
  • Review and allocate real estate taxes distribution based upon levy percentages.
  • Preparation of monthly financial reports for Mayor/Board/Village Manager

OCCASIONAL DUTIES

Budget

  • Update year-to-date information into budget worksheet.
  • Analyze general ledger expense accounts to determine if any accounts are over budget.
  • Update 5-year capital plan and assist in the data input of annual budget.
  • Enter approved appropriation ordinance numbers into accounting software.

Audit

  • Assist Treasurer in gathering information per requests by auditor.
  • Prepare PBC files for audit.
  • Reverse prior year journal entries and post current year adjusting entries before the beginning of the audit.

Other

  • Assist the front office staff when staff shortages arise such as answering the front desk phone and/or assisting at the front window.

EDUCATION AND EXPERIENCE

  • Bachelor’s degree in business or accounting.
  • Prior government, municipal, or not-for-profit experience with fund accounting a plus
  • Minimum of five (5) years’ experience in professional finance
  • Proficient data entry skills
  • Proficient Excel skills
  • Good understanding of internal controls

PHYSICAL DEMANDS

  • Working from assigned desk space, position allows for frequent occasions to get up from assigned desk space to address customer needs and to collaborate with staff and other departments. Bending, lifting boxes on occasion up to 20 lbs.
