DuPage Public Safety Communications (DU-COMM), Human Resources Manager

DuPage Public Safety Communications (DU-COMM) seeks a highly qualified and motivated person to fill the new position of Human Resources Manager. 

DU-COMM is a large consolidated public safety communications center in Wheaton, Illinois and currently serves forty-four (44) member agencies and over 850,000 residents in DuPage and neighboring counties. DU-COMM receives requests for Police, Fire, and EMS via 9-1-1 and non-emergency lines. DU-COMM processes almost 1 million phone calls each year and over 700,700 calls for service. Municipalities and fire districts work together to provide a high level of service to their citizens in public safety communications. DU-COMM has a staff of 124 employees, including 89 full-time union 9-1-1 Telecommunicators. The FYE2025 budget is $22.1 million.

Under the direction of the Executive Director, the newly created position of Human Resources Manager has been created due to the continued growth of the organization over the past ten years. The duties of human resources were previously handled by Finance/HR Manager position.

The primary responsibilities of the Human Resources Manager is to plan, direct, and coordinate the human resource functions for the agency including labor and employee relations, compensation, benefits, staffing and retention, organization development, risk management, and performance management. Provide direct supervision of the Human Resources Generalist. Other duties include: recommend and/or create, maintain, and modify agency’s Written Directives; administer routine personnel issues including: FMLA compliance, manage  leaves of absences, monitor absenteeism, participate in discipline and grievance hearings, union negotiations, and create/submit records/reports as required by DU-COMM’s policies and procedures; hire and onboard new employees; retention and succession planning; cultivate and promote a positive culture; investigate and respond verbally, or in writing, to complaints, investigations, and inquiries from employees; oversee agency’s compliance of state and federal personnel laws.

Candidates must have a bachelor’s degree in human resources, public administrations, or a related field. Candidates must have at least three (3) years of progressively responsible experience in the human resources field; experience in a supervisory or leadership position preferred. A combination of education and directly related experience may be considered by DU-COMM in the application of these minimum qualifications. Candidates should possess previous experience working with employees covered by a collective bargaining agreement; public safety or government experience is desired.

Schedule:  This position generally works 8-hour shifts, Monday – Friday, 08:00 am – 4:30 pm, and must be flexible to occasionally accommodate the needs of a 24/7 organization and its employees.

Benefits:                                                       

  • Starting salary: $116,000 +/- DOQ, w/annual COLA and step movements until top step $147,389
  • Paid time off (PTO): 26 days each year
