Village of Downers Grove, Assistant Director of Human Resources

The Village of Downers Grove is seeking an Assistant Director of Human Resources to support the Human Resources Director in overseeing the implementation of the Human Resources Department’s functions, including, but not limited to, selection and staffing, HR information system management, training and development, compensation and benefits, and employee assistance. Strategizes other initiatives warranted by the Village’s Long Range Plan. A successful candidate will be able to pay close attention to detail, while prioritizing multiple tasks in a changing environment, without losing productivity or quality of work.

Major Duties and Functions:

  • Assists the HR Director in planning, coordinating, and directing the day-to-day activities of the Human Resources Department.
  • Administers the Village’s health and voluntary benefit programs. Educates eligible members on benefit options. Partners with the health insurance broker to implement
    wellness program initiatives, appeal denied claims, and ensure benefit compliance. Responsible for auditing monthly insurance billing and invoicing employees on leave.
  • Manages, maintains, and processes HR information system (HRIS) data related to benefits administration, recruitment, and personnel changes.
  • Collaborates with department managers to execute the recruitment cycle: prerecruitment planning, sourcing, applicant evaluation, interview, selection recommendations, and hiring. Develops recruitment strategies to expand and attract the Village’s applicant pool.
  • Partners with the Human Resources Director to arrange training opportunities.
  • Ensures compliance with changing federal, state, and local laws or regulations. Submits necessary reporting.
  • Assists the Director in providing guidance and support to managers and employees on HR-related matters, including employee relations, performance management, and
    disciplinary actions. Helps in conducting investigations into employee complaints and recommends appropriate actions for resolution.
  • Serves in the absence of the Human Resources Director, which includes acting as a staff liaison to the Board of Fire and Police Commissioners.
  • Other duties as assigned

Knowledge, Skills, and Abilities Required:

  • Maintains knowledge of trends, best practices, regulatory changes, and new  technologies in human resources, talent management, benefits administration, and
    employment law.
  • Standard business arithmetic. Proficient in Microsoft and Google Suite.
  • Ability to establish and maintain effective working relationships, work independently, meet deadlines, handle confidential information, and demonstrate effective
    communication, both oral and written, at all times.
  • High level of customer service skills and experience.
  • Strong interpersonal skills, with the ability to show empathy.

Minimum Qualifications:
Education and Experience: Bachelor’s degree from an accredited college or university in human resources, public/business administration, or related field, with at least five years of progressive experience in human resources management, preferably in a local government setting. A Master’s degree is a plus. A combination of education and experience, which produces the required knowledge, skills, and abilities, is also acceptable.

This is a full-time, exempt position. Familiarity with Munis is highly desirable. A SHRM or PSHRA certification is a plus.
Salary and Benefits: $87,707 – $105,248, with a starting salary dependent on qualifications.
